Detailed Scope of Service

A. SURVEY, REPORT AND REVIEW PHASE

1.

Survey: Make a detailed survey of each elevator to determine the type of systems installed, equipment condition, performance, remaining useful life of the components and estimate of probable costs of repairs, code deficiencies and major modernization requirements.

a.

Machine Rooms: Hoist machine, hoist motors, controllers, power  conversion units, motor generators, governors, hoist ropes.

b.

Hoistways: Hoistway doors, hangers, tracks, gibs, interlocks, guide rails, brackets, car top equipment such as roller guides, door operators, hoistway leveling devices.

c.

Car Enclosures: Elevator car fixtures, communication equipment, lighting, safe edges, photo rays or other types of door protection, car door gibs, door operation, handrails and finishes.

d.

Pits: Buffers, switches, tail sheaves, compensation tie-downs, stop switches.

e.

Signals and Fixtures: Review all hall push buttons, hall lanterns, braille tags and position indicators.

f.

Equipment Performance: Noise level and ride quality; adequacy of acceleration/deceleration, start/stop and leveling; floor-to-floor, door open/close/dwell, cycle and nudging time.

2.

Report: Provide a report including budget costs for various degrees of rehabilitation concentrating on the reuse of existing equipment, where possible, to provide the most cost effective solution to suit the project's needs. The report will address:
       • Remaining Useful Life of Major Components.
       • Recommendations for Modernization.
       • Recommendations to Meet ADA Regulations.
       • Modernization Alternatives for Value Engineering Review.

3.

Client/Consultant Review: Review report with client to ascertain clear direction of modernization prior to preparation of construction documents.

B. CONSTRUCTION DOCUMENT PHASE

1.

Modernization Specification: Provide detailed performance type bidding specification (Division 14) suitable for obtaining bids from qualified companies. The specification will incorporate the following features and will include the highest applicable standards of operating and dispatching.
       • Detail Modernization Work to be Performed.
       • Specify Non-proprietary Systems.
       • Incorporate Owner Selected Design and Finishes.
       • Outline Schedule and Sequence of Work to be Performed.
       • Specify Testing of Work When Complete and Project Close-out
         Documentation.

2.

Bid Documents: Documents to solicit bids from qualified contractor's will include the following:
       • Invitation to Bid
       • Bidders' Instructions
       • Bid Forms
       • Division 14 Modernization Specification
       • Continuing Maintenance Agreement Specification

C. BIDDING AND NEGOTIATION PHASE

1.

Pre-Bid Conference/Job Walk: Conduct pre-bid conference and job walk through with contractors to familiarize them with existing conditions and documents.

2.

Question/Answer Period: Assist with any questions that may arise during the bidding process pertaining to the Contract Documents.

3.

Preparation of Addendum: Assist in the preparation of bulletin or addendum documents.

4.

Contractor Interviews: Conduct interviews with selected low-bidders to ensure that they have a clear understanding of project scope and, if necessary, discuss value engineering options.

5.

Analysis of Bids: Analyze the elevator bids and provide a written report and recommendation of contract award.

D. CONSTRUCTION AND CONTRACT ADMINISTRATION

1.

Submittal Review: Review contractor's submittals such as shop drawings, product data and other submissions for the purpose of checking for conformance with the design concept expressed in the contract documents. Comments for appropriate action will be made and then returned for final action.

2.

Progress Site Visits: Make periodic site visits to become generally familiar with the progress and quality of the work completed to date. Determine, in general, if the work is being performed in a manner indicating that the work, when completed, will be in accordance with the contract documents. Provide report and itemized punch-list after each visit.

3.

Contractor's Request for Information Response: Review contractor's Request for Information during the construction progress and respond in writing with interpretation of documents.

4.

Contractor's Progress Payment Review: Review contractor's Progress Payment Requests and make recommendation for partial or complete payment based on the work completed to date.

5.

Final Site Visit: A final site visit will be made upon completion to check performance standards and conduct tests to determine if the vertical transportation equipment complies with the Contract Documents. Provide final acceptance report and itemized punch-list.

6.

Contractor's Final Submittals: Review contractor's Final Submittal Data including the following:
       • Owner's Operating and Maintenance Data
       • As-Built Drawings
       • Warranty/Guarantee Certification
       • Parts' Data

Insurance and Liability

1.

For the term of the agreement, consultant shall maintain statutory workmen's compensation insurance coverage, comprehensive general liability insurance coverage with bodily injury limits and property damage limits of $1,000,000 each occurrence and in the aggregate.

2.

Client agrees that to the fullest extent permitted by law, desigs professional's total liability to Owner/Client to any and all injuries, claims, losses, expenses, damages or claims expenses arising out of this agreement from any cause or causes, shall not exceed the total amount of $1,000,000. Such causes include but are not limited to design professional's negligence, errors, omissions, strict liability, breach of contract or breach of warranty.

3.

Provide Certificates of Insurance evidencing such.
